Talisman Energy beefs up board amid speculation of sale

CALGARY ? Talisman Energy Inc. has appointed new directors to its board amid speculation the company is headed for a corporate sale.

Talisman, which has cut staff and is looking to sell gas properties in British Columbia?s Montney region and Alberta?s Duvernay shale play, said at its annual general meeting this year it would add three new members to the board by 2014, bringing the total slate of directors to 13.

The company appointed TD Bank chairman Brian Levitt in February and has since added Tom Ebbern to the board, spokeswoman Phoebe Buckland confirmed in an interview. Mr. Ebbern, who joined the Talisman board in June, is chief financial officer of North West Upgrading Inc. and a former managing director, investment banking, at Macquarie Capital Markets. Talisman expects to make another appointment by the end of the year, Ms. Buckland said.

Investors are likely to interpret the recent appointment as potentially leading to a sale of Talisman, BMO Nesbitt Burns Inc. analyst Randy Ollenberger said Friday in a note. He noted Mr. Ebbern, most recently a director at Nexen Inc., was viewed as playing a key role in that company?s sale to China?s Cnooc Ltd. last year.

Talisman chief executive Hal Kvisle has said the company is worth between $17 and $25 a share. On Friday, its shares were hovering around $12.

Ms. Buckland said Talisman is not currently pursuing a sale. The company is targeting between $2-billion and $3-billion of asset sales over the next 18 months as it shifts focus to properties in the Americas and Asia and tries to boost production of liquids-rich gas.

Nissan resurrects Datsun in India

HONG KONG (CNNMoney) -

Datsun is back from the dead. But only in India.

A new ultra-cheap Datsun model was unveiled Monday in New Delhi as part of parent company Nissan's push into emerging markets.

The car will be the first to carry the Datsun badge since Nissan mothballed the brand in the 1980s.

The new five-door hatchback is called the Datsun Go, and it will go on sale early next year in India. The car will be priced below 400,000 Indian rupees ($6,680 dollars).

While full details about the car's performance and technical specifications were not immediately available, the Go will with have a 1.2 liter engine and five-speed transmission.

The car is designed to compete against other low-cost options in developing markets, where growth for private transport is accelerating.

"We see significant opportunities in these growth markets, where demand for cars is increasing and will continue to do so," Nissan CEO Carlos Ghosn said Monday.

Ghosn said other new Datsun models will be unveiled this year in Indonesia and Russia. A move into South Africa will start in 2014. The carmaker has given no indication it plans to revive the brand in North America.

Nissan models are most often aimed at middle-class buyers, while the company's Infiniti brand attracts wealthier consumers. The revival of Datsun should help Nissan pursue lower-income customers.

The ceremonial debut of the new model in New Delhi had a youthful bent. The presentation featured a neon-clad dance troupe and music that sampled from a popular Daft Punk song.

Datsun was founded almost a century ago in Japan, and became part of Nissan in the 1930s. The automaker entered the U.S. market in the late 1950s, and eventually made a splash with models like the iconic Datsun 240Z sports car.

AT&T follows T-Mobile US with more frequent device upgrades

NEW YORK (Reuters) - AT&T Inc customers will be able to upgrade phones once a year instead of waiting two years under a new option that involves monthly device payments as AT&T defends itself against challenges from T-Mobile US.

AT&T's latest offering, which will not require upfront device fees, comes as the No. 2 U.S. mobile provider strives to regain the market share it has been losing to market leader Verizon Wireless, and to fight back against tougher competition from smaller rivals like fourth-ranked T-Mobile US.

Verizon Wireless, a venture of Verizon Communications and Vodafone Group Plc, is also expected to launch a similar offer in August, according to a Droid Life blog report. Verizon Wireless declined to comment.

Shares in T-Mobile US fell 3.8 percent and shares in No. 3 U.S. mobile provider Sprint Corp fell 3.6 percent after the news on Tuesday.

AT&T's offer, which will be available July 26, appeared to be a direct response to T-Mobile's announcement last week that its customers can now upgrade smartphones as often as twice a year.

AT&T will charge customers $15 to $50 per month, depending on the device, on top of monthly service fees under the new offering, which does not require a long-term service contract.

By excluding upfront device fees in its plan, AT&T is hoping to trump T-Mobile US, which still requires an upfront payment.

T-Mobile US Chief Marketing Officer Mark Sievert called the monthly phone installments a "trick" to get more money out of customers because it is not changing its monthly service fees.

"If you're going to charge separately for the phone like they're doing then you need to reduce the price of the service. Otherwise you're paying twice for the same phone," Sievert said in an interview.

AT&T typically pays hefty upfront subsidies to phone makers so it can offer customers device discounts and tie them into two-year contracts. It then recoups the cost of the phone over the span of the contract through its service fees.

AT&T and T-Mobile, which tried but failed to merge in 2011 due to regulatory opposition, are grappling to snare each other's customers in a market where most people already have smartphones. T-Mobile has been directly marketing against AT&T in recent months.

Wells Fargo analyst Jennifer Fritzsche said in a research note that AT&T's new option should be positive for the company.

"T-Mobile has clearly been seeing success with its version of this plan," Fritzsche said, adding that much of T-Mobile's success "has been at the expense of AT&T."

But since both companies will depend on resales of traded-in devices to help recoup their costs, Citi analyst Michael Rollins worried that they may lose money if there is a lot more availability of second-hand phones.

"The risk to AT&T and T-Mobile US is that the continued increase in supply for a secondary market for used devices could reduce the resale value and increase the cost of this program to any of the participating carriers," Rollins said.

NO UPFRONT FEE, NO SERVICE PRICE CHANGES

Customers under AT&T's new plan would not have to commit to a service contract but would have to sign a 20-month installment agreement. However, a customer who trades in a phone and starts a new installment plan before 20 months would not have to make the remaining monthly payments.

For example, an AT&T customer buying the Samsung Electronics' Galaxy S4 would pay $32 per month for 20 months for the device along with a monthly service fee and have the option to trade in the phone after 12 payments.

AT&T customers willing to wait two years for an upgrade can still follow the company's traditional policy, which involves buying the device at a sharp discount with a monthly upfront payment in exchange for committing to a two-year contract.

In comparison, T-Mobile US does charge an upfront fee for the device on top of $10 per month to sign up for its Jump branded upgrade option, and installments of up to $20 per month as well as its monthly service fee.

Smaller rival Sprint, which was recently bought by SoftBank Corp, declined to say if it would also follow its rivals with an upgrade policy change.

Spokesman Doug Duvall said "the driving force behind the upgrade policy remains balancing customer wants and needs with economic feasibility."

AT&T shares closed up 33 cents, or 0.9 percent at $35.88 on New York Stock Exchange, where T-Mobile shares fell 97 cents, or 3.8 percent, to $24.37. Sprint shares fell 24 cents, or 3.5 percent, to $6.48, and Verizon ended up 32 cents, or 0.64 percent, at $50.28, also on NYSE.

Idaho biologists serve overseas to help protect troops

BOISE -- A group of biologists from Idaho have returned from several challenging and dangerous missions to the Middle East.?

Each took part in a national program to reduce the number of deadly and damaging bird strikes to U.S. Air Force aircraft.

21 biologists from across the country have participated in the program, which began in 2009. Three of those biologists are from Idaho.

WHAT?THEY?DO

Scott Stopak, George Graves, and Todd Grimm work for the United States Department of Wildlife Services in Boise. Grimm is the department's state director, Graves is the assistant state director, and Stopak is a wildlife disease biologist. All three are used to spending plenty of time behind a desk.

However, their new mission was much different, because each completed a four-month tour in either Iraq or Afghanistan.

Stopak and Graves each went overseas twice, with one clear mission -- reduce the number of aircraft bird strikes, or "airstrikes."

Stopak served his tour of duty in Kandahar, at one of the busiest runways in the world.

According to Stopak, airstrikes happen when birds or other wildlife interfere with the flight path of military aircraft. He says birds can severely damage a place, and can also cause deadly accidents.

"The threat of loss of life is definitely a real concern, and that's part of the reason we are there," said Stopak.

The role these biologists is to remove that threat by studying the animals, their migration, and their habitats. Afterward. they work to move the wildlife threatening the aircraft to another location.

"What we are trying to accomplish is to minimize the damaging bird strikes or the catastrophic bird strikes," said Stopak.

SERVING?THEIR?COUNTRY

Both Stopak and Graves admit they volunteered for the program because they wanted to serve their country. Both men were also never enlisted in the military, but felt the desire to make serve any way they could.

Graves told us how he never served in Vietnam, but always regretted it.

"Ever since then, I felt guilty, and felt like I should have gone and served my country, like my grandfather and my father had/so that was one of my main reasons for going, to make up for lost time," said Graves.

Stopak had a similar desire. He says preventing aircraft damage from dangerous wildlife could mean saving the lives of military members.?

"Hopefully, use my skills to get them home safe, and protect our troops while they're there that's kind of why I volunteered to do it," said Stopak.

Stopak says he also learned more about those risking their lives every time they take off.

"The reward of seeing the troops go outside the wire, it gives you a different appreciation of what we have here," said Stopak.

He says the hardest part was living in a war zone where death was a daily danger.

"Walking around the corner and seeing a flag at half mast that means you know someone lost their loved one and some family will be grieving over that and that tears your heart out every time," said Stopak.

But no matter the risk, all three men were grateful for the chance to use a biology background to help protect the people who protect us.

"It's about our troops and if I can do anything to help those guys out I will," said Stopak.

PROGRAM?IS?WORKING

Stopak says the program is working. At the airstrip in Kandahar, he says the airstrikes decreased more than 40 percent in a year and a half.

Graves volunteered at a base in Bagram. He says the airstrikes in his area dropped 60 percent.

Both men say they would return again for a third tour, if needed.

    Fla. motorcycle racer crashes at 260 mph in Maine

    LIMESTONE, Maine (AP) ? A Florida motorcycle racer trying to top 300 mph has lost control and crashed on a runway at an annual speed trial race in northern Maine.

    WCSH-TV reports that Bill Warner of Wimauma, Fla., crashed Sunday at the Maine Event, which is sanctioned by the Loring Timing Association. The race is held at the former Loring Air Force Base.

    The TV station reports that Warner was traveling 260 mph when he lost control. It says he was conscious and talking as he was taken from the scene.

    Cary Medical Center had no immediate word on his condition.

    Warner rides a modified turbocharged Suzuki Hayabusa. He previously hit 311 mph on the same course in 2011, using 1.5 miles of pavement to do so.

    Norway mulls broadband coverage in Arctic

    STAVANGER, Norway (AP) ? Norway may provide high-speed Internet in one of the few places on Earth where it's not available: the Arctic.

    The Norwegian Space Center has teamed up with Telenor Satellite Broadcasting to assess the feasibility of a new satellite system covering northern areas outside the reach of current geostationary communications satellites.

    Space center director Bo Andersen on Thursday told The Associated Press the system could be in place in the early 2020s if it gets the necessary funding from private and public sources. The estimated cost is 2 billion-4 billion kroner ($330 million-$650 million).

    Demand for high-speed Internet in the Arctic is expected to grow as shipping, fishing and oil companies move north amid warming temperatures and melting ice. Last year, summer sea ice cover in the Arctic fell to the lowest extent on record.

    Geostationary satellites, which are in orbit over the equator, provide coverage up to 75 degrees north, Andersen said. But above that latitude, the signals become too weak, and the only option is another satellite network that can only handle voice and limited data service.

    "We see very clearly that there is an increasing need for broadband in the high Arctic," Andersen said.

    Ola Anders Skauby, a spokesman for Norwegian energy company Statoil, said "new satellite solutions would be beneficial" as the offshore industry moves north in search of oil and gas.

    "Our plans for the Arctic depend on a number of issues: safe operations, logistics, weather conditions and more," he said. "Broadband coverage is part of this picture and for operations in some regions further north than where current operations are taking place development of new solutions for high-capacity broadband ... will be needed."

    Canada's space agency has been studying a similar system. Spokeswoman Melanie Beauchesne said the agency has completed feasibility studies but is still talking with potential public and private partners in Canada and abroad "to determine their level of interest and potential collaboration scenario to bring about the future realization of this mission."

    T-Mobile introduces Simple Choice family plans with no credit check required

    As part of T-Mobile's "Boldest Moves Yet" smorgasbord of service changes announced today, the carrier is introducing a family option that doesn't require a credit check. The new plan, which kicks in beginning July 14th, enables families to activate up to four Simple Choice Plan lines with unlimited talk, texting and up to 500MB of data for $100 per month plus taxes and fees. In lieu of the traditional credit check, individuals who want to take advantage of this option can make a deposit equivalent to one month's bill. Otherwise, the available offering is similar to the Simple Choice plan that T-Mobile detailed in March.

    Asiana Airlines Flight 214 'black boxes' detail San Francisco crash landing

    The crew of the Asiana Airlines aircraft that crashed Saturday at San Francisco airport tried to increase its speed and abort its landing just seconds before it hit the seawall in front of the runway, according to flight recorders recovered by the National Transportation Safety Board.?

    A clearer picture is emerging of what happened in the seconds leading up to the crash of Asiana Airlines Flight 214 at the San Francisco Airport Saturday.

    On Sunday afternoon, National Transportation Safety Board (NTSB) Chairman Deborah Hersman presented details of those final seconds based on information from the two ?black boxes? ? the flight data recorder and the cockpit voice recorder ? which had been flown back to Washington overnight, guarded by air marshals and then examined by NTSB experts.

    Here are the most relevant details as presented and described by Ms. Hersman:

    Flight 214 was approaching Runway 28 Left with its landing gear down and wing flaps set at 30 degrees. The approach speed ? the ?target speed? or speed to which the aircraft was to slow ? was 137 knots. There was no cockpit discussion of any concerns or anomalies.

    At 7 seconds before impact, someone in the cockpit called for an increase in speed.

    At 4 seconds before impact, the sound of the ?stick shaker? can be heard. This is a device which gives both an aural and physical alert to the pilot that the aircraft is approaching stall speed ? too slow to maintain lift and keep flying normally. In commercial aircraft, the ?stick? is actually a yoke used by the pilot to adjust wing roll and nose pitch.

    ?The speed was significantly below 137 knots, and I?m not talking about a few knots,? Hersman said at a briefing Sunday afternoon, noting also that the throttles had been pulled back to idle as the aircraft slowed below the target speed.

    At 1.5 seconds before impact, someone in the cockpit called for a ?go around? ? which means adding power, waving off the approach to landing, and climbing back up to an altitude necessary to fly around for another attempt to land.

    The throttles were advanced and the engines responded as they should. But by then it was too late. The Boeing 777?s low altitude and sink rate were such that its tail clipped the seawall off the end of the runway, and the aircraft skidded several hundred yards to a stop as one engine and parts of the wings came off.

    Asked if all of this indicated pilot error ? particularly since the weather was good and there had been no reported mechanical problems ? Hersman declined to answer directly, citing the need to validate the information on the recorders.

    ?Everything is on the table right now,? she said. ?We won?t speculate; we?re just telling you what we know to be true.?

    The NTSB team headed by Hersman expects to be on the scene in San Francisco for at least a week, or however long it takes to complete the initial on-scene investigation.

    European Women's Football Championship 2013: Could this be the moment women's football goes mainstream?

    A new joint report, ?Kick Off Your Career?, which WSFF and the FA released today highlights the stories of 20 female football pioneers who have played the game and now work within football. They include journalist Jacqui Oatley, Tracey Crouch MP, England footballer Kelly Smith, and FA Coaches Hope Powell, Marieanne Spacey and Abbie Sadler. The message for girls is clear: ?It?s your game too, come and join the team.?

    Women's football needs to clear big barriers

    But we have to recognise that women?s football ? like much of women?s sport generally ? succeeds in spite of enormous barriers. When the Women?s Sport and Fitness Foundation studied the overall distribution of sports sponsorship money over 18 months to August 2011, women?s sport received a miserly 0.5 per cent of the total ? men raked in over 60 per cent, with the rest going to mixed activities.

    Of course, we should celebrate this new focus by the BBC ? and I do, it is public service broadcasting at its best. But look at the broader coverage of football on both television and in newspapers. The back pages remain dominated by images of male footballers, and still many of England?s women footballers need to ?top up? their earnings by taking other jobs or coaching within their clubs.

    Despite the success of British sportswomen in many sports at London 2012, still just one in five women are active enough to improve their health. At a time when levels of obesity are rising that is an uncomfortable statistic. WSFF?s research also shows that at school, girls? participation levels in sport equals boys until senior school, before going into a steep decline. A common perception among girls, and one that a Year 9 girl articulated to us is that ?participating in sport won?t get them anywhere? and is less valuable to their future. Over half of all boys and girls agreed that there are more opportunities for boys to succeed in sport than girls. This is both a sad statistic ? and a significant one. For, we are currently producing a generation of women who are missing out on all that sport has to offer.

    For women?s health, fitness, for self-esteem ? for all sorts of reasons ? we need to see more women footballers, not fewer.

    A fresh boost is needed

    What women?s football needs is a fresh impetus to build on recent success. And some of that is already in place. The FA is taking women?s football very seriously as part of its 150th anniversary celebrations.

    It has an exciting five year plan for the game with a heavy emphasis on elite development and commercial improvement, with participation and fanbase targets to go with more role models and more income.

    What is desperately needed is an increase in media exposure because participation, coverage, and sponsorship are interdependent. Movement on all three has the potential to get something powerful happening.

    Arguments for more coverage are often batted away with the old-school thinking that women?s football isn?t as ?good? as men?s. But the passion and excitement the women?s game can generate makes compelling viewing, both live and on TV ? we already know that. The BBC is leading the way, and with BT Sport signing up as ?broadcast partner? for the FA WSL , I have a feeling that it will pay off, because women?s football is a great product with some winning personalities.

    If we need an example to prove that from another sport, look at tennis. The men?s and women?s games there are separate but equal. Apart from a few dinosaurs, the argument for equal prize-money is accepted and viewers love them both and their stars.

    From where football is now to where tennis is today is a long stretch. But not an impossible one. Having the BBC broadcast every England match of the UEFA European Women's Championship, instead of the games being hidden behind the red button, is another significant stage in that journey.

    • Private insurance covers 2.4 million in the state, but there are more than 344,500 uninsured and they live primarily in New Haven, Hartford and Fairfield counties.
    • From 2000 to 2009, the costs of family premiums in Connecticut rose 96% while whole family incomes rose only 13%.
    • Connecticut has the fourth highest level of health care expenditures in the nation at $8,654 per capita, behind the District of Columbia, Massachusetts and Alaska.
    • The state has the highest level of Medicaid costs at $9,577 per enrollee.

    These are just some of the statistics offered by Victoria Veltri as an overview of the impact health care costs have on the lives of Connecticut residents when she addressed the neighboring Wilton League of Women Voters at its annual meeting last month.

    Ms. Veltri is the state health care advocate. She explained what her office does and how the Affordable Healthcare Act will affect people here.

    The 12-year-old office ?helps people navigate the system and helps people denied by insurance,? she said. ?We educate consumers on their health care rights and assist with denials and appeals.?

    The office also works to reduce waste, acts as an industry watchdog, and presents data to the legislature and tries to make changes, she added.

    ?We try to make it our mission to benefit everyone in this state,? she said. ?If the state overall is going to be healthy ? the residents have to be healthy.?

    Right now, she said, insurance companies can still deny policies to people with pre-existing conditions such as high blood pressure, high cholesterol, or who have made even one visit to a mental health professional. In some cases, she said, ?they may give you a policy but not cover the condition.?

    That will not be the case beginning in 2014, under the Affordable Care Act, she said. In addition, policy caps will be lifted and deductibles will be limited to $2,000 per year for individuals and $4,000 per year for family plans.

    Also by 2014, everyone must purchase health insurance or face a $695 annual fine. There are some exceptions for low-income people, she said.

    Exchanges

    The Affordable Care Act, also known as Obamacare, will usher in insurance exchanges. Connecticut is one of only 14 states planning to offer an exchange ? Access Health CT ? which is an online marketplace where consumers may shop for insurance policies. Ms. Veltri likened the exchange to travel websites such as Expedia or Travelocity that consolidate information and prices into one place. There, consumers may compare policies offered by companies such as Aetna, Anthem, ConnectiCare and others.

    Individuals or families who do not have insurance through an employer and who meet income limits may receive federal assistance in purchasing a plan.

    For example, a family of four earning up to $92,000 a year would qualify for help in purchasing a policy.

    Plans on the exchange must meet minimum requirements of offering essential health services, as well as behavioral health services.

    The Office of the Health Advocate will monitor networks to make sure providers will take in the influx of new patients, Ms. Veltri said. It will also partner with the exchange to help enroll people in their community.

    ?There will be 300 or more assisters to help people sign up,? Ms. Veltri said. Participants may also sign up online.

    Individuals covered by an employer plan or their own private plan that meets the minimum threshold of coverage will experience no change, she said. Those plans will be grandfathered into the program and they will be exempt from some of the new regulations like deductible limits.

    Medicaid

    In 2014, the income level for those eligible for Medicaid will rise to $1,200 per month and the federal government will pay 100% of costs for all new Medicaid enrollees. The federal government will continue to pay 100% for three years and Connecticut will have to pay 10% beginning in 2017.

    During the question-and-answer period, Ms. Veltri was asked if Connecticut is one of only 14 states offering an exchange on its own ? some states are partnering with the federal government and some are not participating ? what does that mean about the plan nationally?

    ?The bad news is, 14 states are on their own,? she said. ?The good news is, 14 states are on their own. We?re getting a ton of attention and getting what we need to succeed. We need to succeed,? she said.

    ?We are in a very good position to get people enrolled. What will take longer is driving down prices,? she continued. ?If 14 of us can make it, that?s a big win.?

    The Race For Wind Power - London Array: Masdar Celebrates World???s Largest Wind Farm Inauguration

    The London Array is Masdar?s largest renewable energy project to date, but the government-supported research and development group have no intention of stopping there. With a 20 percent stake in the offshore wind project that will generate enough energy to power half a million UK homes, the group is ready to keep up the momentum.

    Construction on the 630MW began in July 2009 with the first onshore substation. The first 147 meter tall turbine designed by Siemens was erected in January, 2012 and now, just over a year later, all 175 of them are fully functional.

    Masdar agreed to join Germany?s E.On and Dong from Denmark when Shell pulled out. This is consistent with the firm?s mission to spread renewable energy to all reaches of the globe ? including the Seychelles and Mauritania, where Africa?s largest solar PV plant was recently inaugurated.

    Located 20km off the southeastern coast of Kent in the Thames Estuary, the London Array is officially the world?s largest wind farm. But it won?t be for long as a host of new farms are planned not just in the UK, but also in Germany, Sweden and elsewhere.

    Getting to this point was an incredible engineering feat. At any given time during construction, 60 vessels and 1,000 people were on site. It took one to two days or 12 hours to erect one turbine in sound weather, and 200km worth of cabling was laid to evacuate the energy generated by the immense turbines.

    The second phase of the ?2.2 billion project is expected to begin soon. When that is complete, the London Array will produce a whopping 1,000MW. A host of dignitaries were present at the plant?s official opening ceremony, including Prime Minister David Cameron, whose coalition has welcomed a variety of investments from Arabian Gulf states.

    ?The United Arab Emirates has a strong legacy in the energy sector,? said Sheikh Abdullah bin Zayed, UAE Minister of Foreign Affairs. ?We believe that by addressing energy security balancing the sources of power we rely on we can also create economic and social opportunity. Through Masdar, the UAE is seriously addressing this goal.?

    Stock market rises after strong US jobs report

    NEW YORK (AP) ? Robust hiring in the U.S. is boosting the stock market in early trading.

    The government says employers added 195,000 jobs in June. Economists had predicted a gain of 165,000. The unemployment rate remained at 7.6 percent.

    The Dow Jones industrial average was up 76 points, or 0.5 percent, at 15,065 shortly after the market opened Friday. The Standard & Poor's 500 rose nine points, also 0.5 percent, to 1,624.

    The Nasdaq climbed 17 points, or 0.5 percent, to 3,461.

    Other markets are showing big movements. The yield on the 10-year Treasury note jumped to a two-year high of 2.70 percent, up from 2.56 percent shortly before the jobs report came out. It was a sign that investors think the economy is improving.

    The dollar rose and gold fell.
