Army says no to more tanks, but Congress insists

WASHINGTON (AP) ? Built to dominate the enemy in combat, the Army's hulking Abrams tank is proving equally hard to beat in a budget battle.

Lawmakers from both parties have devoted nearly half a billion dollars in taxpayer money over the past two years to build improved versions of the 70-ton Abrams.

But senior Army officials have said repeatedly, "No thanks."

It's the inverse of the federal budget world these days, in which automatic spending cuts are leaving sought-after pet programs struggling or unpaid altogether. Republicans and Democrats for years have fought so bitterly that lawmaking in Washington ground to a near-halt.

Yet in the case of the Abrams tank, there's a bipartisan push to spend an extra $436 million on a weapon the experts explicitly say is not needed.

"If we had our choice, we would use that money in a different way," Gen. Ray Odierno, the Army's chief of staff, told The Associated Press this past week.

Why are the tank dollars still flowing? Politics.

Keeping the Abrams production line rolling protects businesses and good paying jobs in congressional districts where the tank's many suppliers are located.

If there's a home of the Abrams, it's politically important Ohio. The nation's only tank plant is in Lima. So it's no coincidence that the champions for more tanks are Rep. Jim Jordan and Sen. Rob Portman, two of Capitol's Hill most prominent deficit hawks, as well as Democratic Sen. Sherrod Brown. They said their support is rooted in protecting national security, not in pork-barrel politics.

"The one area where we are supposed to spend taxpayer money is in defense of the country," said Jordan, whose district in the northwest part of the state includes the tank plant.

The Abrams dilemma underscores the challenge that Defense Secretary Chuck Hagel faces as he seeks to purge programs that the military considers unnecessary or too expensive in order to ensure there's enough money for essential operations, training and equipment.

Hagel, a former Republican senator from Nebraska, faces a daunting task in persuading members of Congress to eliminate or scale back projects favored by constituents.

Federal budgets are always peppered with money for pet projects. What sets the Abrams example apart is the certainty of the Army's position.

Sean Kennedy, director of research for the nonpartisan Citizens Against Government Waste, said Congress should listen when one of the military services says no to more equipment.

"When an institution as risk averse as the Defense Department says they have enough tanks, we can probably believe them," Kennedy said.

Congressional backers of the Abrams upgrades view the vast network of companies, many of them small businesses, that manufacture the tanks' materials and parts as a critical asset that has to be preserved. The money, they say, is a modest investment that will keep important tooling and manufacturing skills from being lost if the Abrams line were to be shut down.

The Lima plant is a study in how federal dollars affect local communities, which in turn hold tight to the federal dollars. The facility is owned by the federal government but operated by the land systems division of General Dynamics, a major defense contractor that spent close to $11 million last year on lobbying, according to the nonpartisan Center for Responsive Politics.

The plant is Lima's fifth-largest employer with close to 700 employees, down from about 1,100 just a few years ago, according to Mayor David Berger. But the facility is still crucial to the local economy. "All of those jobs and their spending activity in the community and the company's spending probably have about a $100 million impact annually," Berger said.

Jordan, a House conservative leader who has pushed for deep reductions in federal spending, supported the automatic cuts known as the sequester that require $42 billion to be shaved from the Pentagon's budget by the end of September. The military also has to absorb a $487 billion reduction in defense spending over the next 10 years, as required by the Budget Control Act passed in 2011.

Still, said Jordan, it would be a big mistake to stop producing tanks.

"Look, (the plant) is in the 4th Congressional District and my job is to represent the 4th Congressional District, so I understand that," he said. "But the fact remains, if it was not in the best interests of the national defense for the United States of America, then you would not see me supporting it like we do."

The tanks that Congress is requiring the Army to buy aren't brand new. Earlier models are being outfitted with a sophisticated suite of electronics that gives the vehicles better microprocessors, color flat panel displays, a more capable communications system, and other improvements. The upgraded tanks cost about $7.5 million each, according to the Army.

Out of a fleet of nearly 2,400 tanks, roughly two-thirds are the improved versions, which the Army refers to with a moniker that befits their heft: the M1A2SEPv2, and service officials said they have plenty of them. "The Army is on record saying we do not require any additional M1A2s," Davis Welch, deputy director of the Army budget office, said this month.

The tank fleet, on average, is less than 3 years old. The Abrams is named after Gen. Creighton Abrams, one of the top tank commanders during World War II and a former Army chief of staff.

The Army's plan was to stop buying tanks until 2017, when production of a newly designed Abrams would begin. Orders for Abrams tanks from U.S. allies help fill the gap created by the loss of tanks for the Army, according to service officials, but congressional proponents of the program feared there would not be enough international business to keep the Abrams line going.

This pause in tank production for the U.S. would allow the Army to spend its money on research and development work for the new and improved model, said Ashley Givens, a spokeswoman for the Army's Ground Combat Systems office.

The first editions of the Abrams tank were fielded in the early 1980s. Over the decades, the Abrams supply chain has become embedded in communities across the country.

General Dynamics estimated in 2011 that there were more than 560 subcontractors throughout the country involved in the Abrams program and that they employed as many as 18,000 people. More than 40 of the companies are in Pennsylvania, according to Sen. Robert Casey, D-Pa., also a staunch backer of continued tank production.

A letter signed by 173 Democratic and Republican members of the House last year and sent to then-Defense Secretary Leon Panetta demonstrated the depth of bipartisan support for the Abrams program on Capitol Hill. They chided the Obama administration for neglecting the industrial base and proposing to terminate tank production in the United States for the first time since World War II.

Portman, who served as President George W. Bush's budget director before being elected to the Senate, said allowing the line to wither and close would create a financial mess.

"People can't sit around for three years on unemployment insurance and wait for the government to come back," Portman said. "That supply chain is going to be much more costly and much more inefficient to create if you mothball the plant."

Pete Keating, a General Dynamics spokesman, said the money from Congress is allowing for a stable base of production for the Army, which receives about four tanks a month. With the line open, Lima also can fill international orders, bringing more work to Lima and preserving American jobs, he said.

Current foreign customers are Saudi Arabia, which is getting about five tanks a month, and Egypt, which is getting four. Each country pays all of their own costs. That's a "success story during a period of economic pain," Keating said.

Still, far fewer tanks are coming out of the Lima plant than in years past. The drop-off has affected companies such as Verhoff Machine and Welding in Continental, Ohio, which makes seats and other parts for the Abrams. Ed Verhoff, the company's president, said his sales have dropped from $20 million to $7 million over the past two years. He's also had to lay off about 25 skilled employees and he expects to be issuing more pink slips in the future.

"When we start to lose this base of people, what are we going to do? Buy our tanks from China?" Verhoff said.

Steven Grundman, a defense expert at the Atlantic Council in Washington, said the difficulty of reviving defense industrial capabilities tends to be overstated.

"From the fairly insular world in which the defense industry operates, these capabilities seem to be unique and in many cases extraordinarily high art," said Grundman, a former deputy undersecretary of defense for industrial affairs and installations during the Clinton administration. "But in the greater scope of the economy, they tend not to be."

We visited LG's HQ earlier this month and heard that the curved OLED HDTV prototypes it showed at CES are due for release, and now it's official. A Korean press release indicates we can expect the 55EA9800 to launch in the next month, with shipments starting in June. According to the specs, its 4.3mm depth results in a weight of just 17kg, probably thinks to a carbon-fiber reinforced frame. Like an IMAX theater screen, the edges are curved towards the viewer to provide a more immersive feeling. Given the fact that we're still waiting for LG's flat OLED TVs to see a wider release we doubt it will arrive on US shelves any time soon, but until then you can check out our in-person pics from CES below, and a video after the break.

Chrysler Group Plans to Invest Nearly $20 Million in Toledo Machining Plant

- Investment to increase capacity for production of torque converters for new generation, fuel-efficient nine-speed transmission
- Company's total investment in U.S. facilities over $5.2 billion since June 2009

April 26, 2013 , Auburn Hills, Mich. - Chrysler Group LLC announced today that it will invest $19.6 million in its Toledo Machining Plant in Perrysburg, Ohio, to increase capacity of the torque converter it's machining for the nine-speed transmission. With this announcement, the Company's total investments in its U.S. operations since June 2009 increase to over $5.2 billion.

The new torque converters will be paired with the next generation, fuel efficient nine-speed front-wheel drive transmission being assembled at Chrysler Group's Indiana (Kokomo, Ind.) Transmission Plant I. The new transmission will debut in the 2014 Jeep? Cherokee.

"The new nine-speed transmission is a critical part of our strategy to meet fuel economy requirements over the next several years and Toledo Machining will play an integral role in bringing this transmission to market," said Scott Garberding, Senior Vice President, Manufacturing, Chrysler Group LLC. "Securing this additional investment is a testament to the dedication and commitment of the plant's workforce and helps secure its future long-term."

The investment will fund the installation of new equipment and tooling for additional machining and assembly capacity. Installation is expected to begin in the third quarter of 2014 and will be completed by the end of 2014.

In August 2011, a $72 million investment in Toledo Machining was announced to modernize the plant to produce the eight- and nine-speed torque converters on two new production lines and a new steering column for the Dodge Dart and Jeep Cherokee. These installations will be complete in the third quarter this year.

"We're very pleased that Chrysler is once again investing in the Toledo Machining Plant and the skilled workforce there," said General Holiefield, Vice President and Director, UAW Chrysler Department. "This will help preserve and enhance jobs in the area and give a greater measure of security to our members and their families well into the future."

In February, the Company announced that it was investing $374 million in several of its Kokomo, Ind., facilities, including establishing a new manufacturing site in Tipton, Ind., to increase production capacity of the nine-speed transmission.

Toledo Machining currently produces torque converters for Kokomo Transmission (Ind.), Indiana Transmission I and II (Kokomo, Ind.), Sterling Heights Assembly (Mich.), and Toluca (Mex.).

The plant also produces steering columns for the following assembly plants: Warren Truck (Mich.), Belvidere (Ill.), Sterling Heights (Mich.), Toledo Assembly Complex (Ohio); Windsor (Ont.), Toluca (Mex.), Saltillo (Mex.), Arab American Vehicles (Egypt) and Carabobo (Venezuela).

Specialist financial services company seeks a Change Leader for the Project Office of their headquarters.

The role in a nutshell: The purpose of this role is to develop, implement and manage the change management plan and process (including communications) as per the Business Transformation, People Change Management Framework and methodology. This role reports directly to the Head of IT and Projects.

Key areas of responsibility:

  • ?Develop a change management approach and plan (as per the People Change Management framework and methodology) inclusive of communication plan for the specific program in alignment with the project implementation plan
    • Ensure that the plan is signed off by all affected stakeholder groups
    • Develop and maintain a ?journey plan? for the projects
    • Ensure a detailed stakeholder management plan is in place for all direct and indirectly affected stakeholders ? including the stakeholder road map and dashboards
    • Develop and maintain risk and resistance matrix and provide input to the program manager and programme on the mitigation plans
  • Align all of the relevant contributory components to the change management journey:
    • HR
    • Communications
    • Training and up-skilling
    • Business enablement
    • Staff
  • As part of the change management process, ensure to be an integral part of the program working group and liaise very closely with the program manager to align all of the contributory parties with the project plans and ensure that there is synergy with the desired program outcome.
  • Responsible for the implementation of the People Change Management Plan:
    • Ensuring there is clear expression of the reasons for change, and helping the sponsor/ transformation leader communicate this
    • Identifying ?change agents? and other people who need to be involved in specific change activities, such as design, testing, and problem solving, and who can then act as ambassadors for change from within the affected area
    • Assessing all the stakeholders and defining the nature of sponsorship, involvement and communication that will be required
    • Planning the involvement and project activities of the change sponsor(s)
    • Planning how and when the changes will be communicated, and organizing and/or delivering the communications messages.
    • Assessing the impact of the changes on people and the organization?s structure
    • Planning activities needed to address the impacts of the change
    • Ensuring that people involved and affected by the change understand the process change
    • Making sure those involved or affected have help and support during times of uncertainty and upheaval
    • Assessing training needs driven by the change, and planning when and how this will be implemented
    • Identifying and agreeing the success indicators for change, and ensure they are regularly measured and reported on
    • Leading change managers and ensuring delivery
  • Ensuring on-going staff readiness in alignment with the project implementation plan
  • Feedback and monitoring of the effectiveness of the plan
  • Diagnose gaps, misalignments and manage resistance ? effectively managing change requires continual reassessment of its impact
  • Transfer skills to build internal change capacity in the business

Qualifications and experience required:

  • Minimum of a relevant degree/ behavioural sciences ? post graduate qualification preferred
  • Minimum of 7-10 years working experience with exposure to Organisational Change Management (OCM) and Communication
  • Experience in multi-dimensional and large-scale change projects, including communication and change management required
  • Solid experience in Change Management Methodology ?and Change Assessment
  • Solid and in-depth understanding of change in an organisation ? the human dynamics
  • Experience and ability to build change road map

Three critically hurt in gas barge explosions near Mobile, Alabama

MOBILE, Alabama (Reuters) - Fires sparked by explosions engulfed two gasoline barges in the Mobile River, injuring three workers who remained in critical condition on Thursday, authorities said.

The blasts on Wednesday night aboard the fuel barges off the shore of Mobile, Alabama, forced officials to evacuate nearby shipyards and one cruise vessel, said Mobile Fire Chief Steve Dean.

For safety reasons, firefighters were keeping a distance from the barges, which were carrying raw gasoline and had already been the source of multiple explosions, Dean said.

The barge explosions forced the crew of Carnival Corp's cruise vessel Triumph to evacuate.

Three men working on the barges remained in critical condition with severe burns on Thursday, two in a burn unit, and the other in a surgical trauma unit, said Danny Whatley, nursing administrator for spokesman for Mobile's University of South Alabama Medical Center.

He declined to identify them, other than to say one was from Alabama and the others were from other U.S. states.

Mobile Fire and Rescue Department spokesman Steve Huffman said he didn't know who owned the barges or what their destination was.

The cause of the explosions was unknown and would not be determined until after firefighters reached the vessels, he said.

In February, an engine fire left Carnival Corp's Triumph and 4,000 passengers adrift in the Gulf of Mexico until they were towed back to land.

Young couple, sons, grandma ID'd in Ill. killings

MANCHESTER, Ill. (AP) ? The five people found shot to death in a small south-central Illinois town this week were two young brothers, their pregnant mother, their father and their great grandmother, authorities said Thursday.

Investigators were still trying to piece together the events that led to Scott County's first homicide in two decades, and why the suspect, Rick O. Smith allegedly walked into a home Wednesday and shot an entire family ? including a 6-year-old girl who survived ? before he was killed during a shootout with police.

The Illinois State Police said the victims were: 1-year-old Brantley Ralston, 5-year-old Nolan Ralston, 29-year-old James Ralston, 23-year-old Brittney Luark, and 67-year-old Jo Ann Sinclair. Sinclair was Luark's grandmother.

Authorities believe Smith and the victims were acquainted, but they didn't provide details of the relationships. Manchester Mayor Ronald Drake confirmed Wednesday that Smith was his nephew.

The state police said they believe Smith, 43, entered the home through the back door Wednesday and shot the victims at close range with a shotgun. Two people were found in a bedroom, two in a second bedroom and the man in the hallway. A sixth victim, a 6-year-old girl, was injured and taken to a hospital in Springfield.

"The offender took the 6-year-old out of the residence and put her in the hands of a neighbor," State Police Lt. Col. Todd Kilby said.

A bystander called police and told them that Smith fled in a white sedan. Smith led authorities on a chase to the nearby town of Winchester, where they exchanged gunfire. Officers shot Smith, and he later died at a hospital.

Police said they found a rifle, shotgun and large hunting knife in Smith's car.

Scott County State's Attorney Michael Hill said Smith, of rural Morgan County, had previous convictions for reckless homicide, drugs and bad checks.

Drake said he hadn't spoken to Smith in two years but that he believed his nephew was unemployed. Drake said the last time Smith contacted him was to borrow tools.

The preschool program that Nolan Ralston attended was closed Thursday, and Winchester Community School District Superintendent Dave Roberts said staff was meeting Thursday to decide how to broach the subject.

"I am trying to work with staff to get them prepared," he said. "They are very emotional at this point."

Roberts said he also wants to meet with parents Thursday night.

"I would say at least 40 kids knew him, and they're 3,4, 5 years old and that makes it even more difficult," he said.

He said a school psychologist will be at the school on Friday to talk with the children in the classrooms ? including the class of the 6-year-old girl who survived. He said that the girl is the older sister of the two dead boys.

The Moroccan Sahara issue, the 6th Agriculture convention (opened on Tuesday in Meknes) and the recent meeting of Maghreb interior ministers are the major topics commented this Wednesday April 24, 2013 by Moroccan editorialists.

In an editorial titled ?two opposed wills?, Bayane Al Yaoum recalls that while Morocco proposed an autonomy plan in the frame of Morocco?s sovereignty over the Sahara, welcomes as ?realistic? by several world capitals, the other party has failed to propose any alternative to settle the Sahara issue and remained adamant and protracting to maintain the statu-quo.

The editorialist calls the United Nations and the international community to take note of the existence of two wills, one endeavoring for a political, final and consensus-based solution meant to go beyond remnants of the cold war and face the security, strategic and development challenges facing the region, and another vision seeking to maintain tension and continuing to threaten to return to war.

The editorialist insists that Moroccans will never let anyone jeopardize its sovereignty or territorial integrity and will never allow international superpowers to pursue their interests and economic and strategic goals at the expense of its legitimate rights.

Aujourd?hui le Maroc which runs an editorial titled ?Success story? writes that the 6th agriculture convention opened Tuesday by HM King Mohammed VI is taking place as ?Morocco has opted for modernizing its agriculture, and set forth the ambitious +Green Morocco? strategy?, arguing that this convention ?is an important opportunity to assess this strategy, five years after it was launched?.

?Results are already promising?, the daily writes, noting that ?the Royal strong involvement, the efficient governmental management and the important human and material resources are ingredients that made of Moroccan agriculture one of the most developed ones in the Euro-Mediterranean basin?.

Of the recent meeting of the Arab Maghreb Union interior minister Rissalat Al Oumma says this has been an opportunity to remind that Maghreb countries (Algeria, Libya, Mauritania, Morocco and Tunisia) are still attempting to achieve shared objectives despite the frozen UMA political process.

For the editorialist, the UMA failures are the direct results of anti-Moroccan stances taken by Algeria. He adds that Morocco will not tolerate the plots of Algerian officials who support the Polisario mercenaries and try to set up a ?bogus state? in the region at the expense of Morocco?s territorial integrity and sovereignty.

This attitude jeopardizes the UMA essence as the treaty creating this Union stipulates that its aim is to safeguard the independence of each member state and that member-states pledge not to allow on their respective territory any activity or organization that puts at stake the security, territorial integrity or political system of any other member state and to abstain from adhering to any pact or pact that would harm the political independence or territorial integrity of anyone of the other member states.

Google + ------ Does a reciprocal link building strategy work here?


Newer to the website game, and oh so many questions. Just beginning to work on link building and social media cues for search engines. I know Google+ seems to be of growing importance for giving cues to the google algorythm, so I'm setting up an account.

My question is this...It seems like very few people actually use Google+. The agent in my area with the top online presence has 300 google+ followers....but they're all out of area agents! Not one consumer. Is this a good, and effective, strategy? If so, I guess I'll get to work finding other agents with profiles. lol

Venezuela opposition accuses government of post-vote vendetta

CARACAS (Reuters) - Venezuela's opposition is accusing state institutions of intimidating and threatening to fire employees critical of President Nicolas Maduro after a disputed election that stirred protests and a wave of violence.

Activists are outraged at two recordings that appear to show officials vowing to sack workers who support opposition leader Henrique Capriles, who narrowly lost a snap election to replace the late socialist president Hugo Chavez.

One opposition activist told Reuters she had received more than 2,000 complaints of workplace harassment, of which some 300 people said they had been fired for their political views.

Maduro allies deny the accusations, insisting Venezuelans should focus instead on charges that Capriles stirred up violent protests last week that killed eight people.

For many Venezuelans, it is a reminder of a list once used by Chavez's government to target opposition supporters.

"I will not accept members of fascist parties," Housing Minister Ricardo Molina said in a video of what appeared to be a meeting of ministry personnel.

"Whoever wants to be a member of (opposition party) Voluntad Popular ... can resign, because if they don't resign I'm going to fire them myself."

A ministry official said Molina had not responded and that for now his office had no plans to comment on the video.

Maduro kept Molina in his post when he unveiled a new cabinet on Sunday, a day after the video began circulating online.

The wave of discrimination charges came on the heels of violent opposition demonstrations demanding a full recount of the April 14 vote that Maduro won by less than 2 percentage points.

While officials say Capriles is responsible for the deaths, his camp believe the government has exaggerated the violence and included victims of common crime.

'WE'RE GOING TO FIRE YOU'

Opposition activist Delsa Solorzano says government agencies, public schools and state-run companies are using pictures on social networks or even stray comments critical of the government to target workers suspected of opposing Maduro.

She says she has received a flood of emails and calls from public employees, some of whom say they have been interrogated about their political views.

"They don't know who you voted for, but they suspect you might be an opposition sympathizer if once you posted some comment like 'Crime is really bad,'" said Solorzano, looking through an email inbox bulging with complaints.

"There are people in ministries whose job is to review Facebook and Twitter accounts."

In another video that also circulated widely online, an official in the western state of Zulia was apparently recorded telling employees in his office that campaign canvassing phone calls had revealed which of them supported Capriles.

"I'm telling you, we're going to fire you," Leonet Cabezas, a Zulia sports official, said in the audio recording. "We're not idiots ... We've identified you and we're going to get rid of you."

Cabezas later told a local newspaper his office was not going to sack anyone, and accused the legislator who released the recording of seeking to create "disturbances."

One anonymous Facebook page entitled "Denounce Traitors to the Fatherland" shows pictures of opposition marches with arrows and tags identifying the names and workplaces of public employees in the Andean state of Tachira.

"Now you see why we have to have to clean out so many state institutions!" one comment read.

'NO HARASSMENT'

Government allies say the charges are ridiculous because Venezuela's ballot is secret, meaning officials would have no way of knowing who voted for Capriles. Nearly all the complaints are anonymous, meaning they are impossible to verify.

"There is no harassment of workers," said ruling Socialist Party official Blanca Eekhout, according to local media.

"Why don't you ask about the deaths from violence spurred by Capriles, who should be accused of crimes against humanity?"

The situation is not without precedent in Venezuela. Ten years ago, Chavez allies collected a list of people who signed petitions calling for a recall referendum against him.

The opposition says that became a blacklist used to block people who later sought jobs or government contracts.

At the time, the practice was openly acknowledged by some rank-and-file "Chavistas," who described it as revenge for a botched 2002 coup that briefly ousted Chavez.

In 2005, the president himself lamented that government officials were using the list to decide "if someone gets a job or doesn't get a job" and ordered them to "bury" it.

Solorzano said the names of victims of discrimination after the latest election are being kept confidential, a few have gone on record with cases in previous months.

Evelyn Giambalvo, 40, who is on medical leave from the state-run Venezuelan Agricultural Bank, said her salary was cut off last September, the day after she posted a picture on social networks of herself with Capriles.

"The management said 'how can you publish that picture when you work at this institution?'" she said.

Her husband Freddys Diaz, 55, said he was fired from the same institution in February without explanation.

The Agriculture Ministry, which oversees the bank, did not respond to calls seeking comment.

"We're supposed to be living in a democratic country where you don't have to agree with what the government says, or much less applaud things you don't agree with," said Giambalvo.

Study: chicken, ground beef are riskiest meats

WASHINGTON (AP) ? An analysis of more than 33,000 cases of foodborne illness shows that ground beef and chicken have caused more hospitalizations than other meats.

The report by the Center for Science in Public Interest says chicken nuggets, ham and sausage pose the lowest risk of foodborne illness.

The group used government data on 1,700 incidents over 12 years to analyze outbreaks of salmonella, E. coli, listeria and other pathogens that were definitively linked to a certain meat.

To calculate which meats were riskiest, CSPI ranked the foods in which contamination was most likely to cause hospitalizations. Some meats may have had more illnesses but were less likely to cause severe illness.

Model for megacities? Mexico City cleans up its air.

As people around the world celebrate Earth Day, Mexico City may serve as an unlikely environmental example for cities in developing countries suffering poor air quality.

Mexico City was once known for its smoggy landscape with industrial eyesores such as the 18 de Marzo Refinery spewing ozone-forming emissions such as sulfur dioxide. The cloud of contaminants hanging over the capital played into an apocalyptic reputation for pollution, crime, and overpopulation; and it fueled urban myths, like the one about birds dropping dead mid-flight because of the poor air quality.

But the refinery ? named for the day Mexico expropriated its oil industry ? was ordered closed in 1991, and converted into a park commemorating the country's 2010 bicentennial. It is but one example of industry exiting Mexico City and the steps taken to improve air quality over the past two decades in this megalopolis of more than 20 million people.

With urbanization advancing, economies expanding, and climate change a concern, Mexico City has emerged as an unlikely environmental example for cities in developing countries suffering similar air quality issues.

Mexico City recorded only eight days with air quality considered "good" in 1992. That compares with 248 "good" air days in 2012, reflecting the success of initiatives to relocate industry, kick clunkers off the capital's streets, encourage cleaner technologies, and expand public transit and cycling options.

"Mexico City is still perceived as one of the most contaminated [cities] in the world, but nowadays there are cities ... that have worse contamination," says Roberto Mu?oz, a biologist teaching at the Ibero-American University.

Closing the refinery was among the first actions in cleaning up the capital as industries either invested in new technologies, ceased operations, or moved to other states.

The state oil company Pemex started selling lower-sulfur and unleaded gasoline, while a program known as "Hoy no Circula," or "No driving today," forced motorists off the road one day a week. Vehicles also had to undergo emissions tests.

Slowly but surely air quality improved here in spite of obstacles such as unfavorable geography, which keeps contamination in the Valle de M?xico ? the high-altitude valley containing Mexico City and the surrounding state of Mexico.

Left-wing administrations led by Mayors Andr?s Manuel L?pez Obrador and Marcelo Ebrard between 2000 and 2012 in the Federal District ? home to about 9 million residents; another 11 million live in municipalities in the state of Mexico ? took policies that targeted pollution even further.

The Mexico City government opened dedicated lanes for a public transport system known as Metrobus, built a new subway line, and launched a bicycle-sharing service, which was expanded after waits for new memberships reached six weeks. Mexico City is home to more than 4 million vehicles, and still faces notorious traffic problems, but this year it received the Institute for Transportation & Development Policy's Sustainable Transport Award.

Levels of ozone have dropped drastically, Mr. Mu?oz says, although the levels of particulate matter pollution ? tiny particles that can cause heart and lung problems ? remain a concern.

"The problem with contamination is [it's mostly] coming from vehicular sources" in Mexico City, Mu?oz says.

Cars are big contributors to air pollution in other parts of the country as well, where poor public policy is contributing to deteriorating air quality, says Gabriela Alarc?n, director of urban development studies at the think tank Mexican Institute for Competitiveness.

A glut of imported vehicles ? many illegal and older models ? have entered the country over the past 10 years and the federal government has spent more than $50 billion on gasoline and diesel subsidies since 2008, which has encouraged more private vehicle use across Mexico, Ms. Alarc?n says.

Government housing programs over that same time frame gave rise to far-off exurbs, creating lengthy commutes, adds Guillermo Velasco Rodr?guez, director of planning and projects for the Centro Mario Molina. Mr. Rodr?quez acknowledges the improvement in air pollution in Mexico City but cautions against prematurely celebrating.

"It sounds good if you compare it to 1992," he says, "but it's not [yet] what we want."

Researchers illustrate how changes to farming could dramatically increase future costs of conservation

In the face of unprecedented deforestation and biodiversity loss, policy makers are increasingly using financial incentives to encourage conservation.

However, a research team led by the National University of Singapore (NUS) revealed that in the long run, conservation incentives may struggle to compete with future agricultural yields.

Their findings were first published online in the Proceedings of the National Academy of Sciences on 15 April 2013.

Financial incentives for conservation

Incentives are being leveraged in dozens of tropical developing countries to conserve forests, to protect biodiversity and reduce carbon emissions from deforestation. This incentive-based approach is comparatively inexpensive, as low agricultural yields and widespread poverty often mean that relatively small incentives can motivate many landholders to protect their land for conservation.

As a result, this approach has become a leading climate change mitigation strategy adopted by the United Nations as policies for Reducing Emissions from Deforestation and Degradation.

Costs of conservation in the long run

In a bid to assess the future viability of these types of conservation programmes, the team, comprising researchers from NUS, ETH Zurich and University of Cambridge, developed a framework and model that looked at the strategy's effectiveness in the context of intensified farming practices.

The researchers modeled conservation payments necessary to protect forests in the Democratic Republic of Congo (DRC), which has some of the largest remaining forests in the world. They found that a new agricultural intensification and conservation programme could double or triple cassava and maize yields by introducing disease-resistant plant varieties, increasing fertilizer use and improving farming practices.

Increased farm yields will bring dramatic benefits to DRC farmers, and could increase land area spared for conservation. Similar agricultural intensification policies are being promoted across the tropics.

However, the researchers highlight how those higher yields and incomes will also increase financial incentives for farmers to clear more forest for agriculture. As a result, financial incentives to encourage farmers to protect forests and not expand agriculture would need to escalate as well. They expect farmers who were once willing to protect forests for a comparative pittance could, in a matter of years, demand more for their conservation actions. Small-scale farmers might also be displaced by larger commercial ventures as farming becomes more lucrative, and as profits increase with growing global demand for agricultural products.

After taking these factors into account, the researchers found that while the current costs of forest conservation in many countries are very low, future changes in agricultural practices could radically increase the cost of conservation.

Escalating cost is top concern

The NUS-led study illustrated that these contemporary policies tend to focus on short-term conservation and on improving the livelihoods of poor communities around forested areas. However, they risk overlooking impacts of on long-term conservation.

The researchers warn that conservation expenditure will have to dramatically increase to compete with future agriculture.

Said Jacob Phelps, a PhD candidate in the Department of Biological Sciences at the NUS Faculty of Science and first author of the study, "Our research suggests that as agriculture becomes more intensive, the small payments successful at incentivising forest conservation today could increase to well beyond what is considered economically efficient, or even feasible. We anticipate that similar patterns are likely across the tropics, including in places like Indonesia."

Insurance Loss Hampers Young People With Asthma - Drugs.com ...

MONDAY April 22, 2013 -- The loss of health insurance is the main reason asthma care for young people deteriorates after age 18, according to a new study.

Certain social factors -- such as leaving school and no longer having adult supervision -- also contribute to the decline in care, according to Harvard Medical School researchers.

"This study suggests that expanding insurance coverage will help many young adults with asthma receive the care they need," study leader Kao-Ping Chua, a staff physician in the division of emergency medicine at Boston Children's Hospital, said in a Harvard news release. "But it also points to the importance of addressing other socially mediated factors in this population."

"Aside from the lack of financial protection, uninsurance poses fewer health risks to young adults than for older adults because they are generally healthy," study senior author J. Michael McWilliams, an assistant professor of health care policy and medicine at Harvard Medical School, said in the news release.

"But for young people with asthma -- or other conditions amenable to medical care -- it's important to understand and address the barriers to care," he added.

The researchers looked at data from nearly 2,500 asthma patients, aged 14 to 25, in order to determine if they had a regular care provider, if they visited that provider at least once a year, if they used asthma medications and if they made emergency-room visits.

Patients under age 18 were more likely to use primary care and asthma medications, while those over 18 were more likely to make emergency-room visits and have problems getting care and medications due to cost.

The loss of health insurance explained 32 percent of the decline in the use of primary care by patients over age 18 and between 47 percent and 61 percent of the increase in their cost-related problems getting care and medications, according to the study, which was published recently in the journal Pediatrics.

Under the federal Affordable Care Act, young adults whose parents have private insurance will be eligible to continue receiving coverage on their parents' policies until they are 26. But, the researchers said, since the U.S. Supreme Court ruled that states do not have to extend similar coverage to people on Medicaid, low-income young adults will be left out.

Health insurance, however, is not the only problem, they added.

"Young people with asthma need to work with their care providers to create transition plans from pediatric to adult care that take into account their medical and social history," Chua said.

The firm warns that exempt/nonexempt misclassification cases will continue to be particularly troublesome because of more vigorous government enforcement.

A Wet Towel In Space Is Not Like A Wet Towel On Earth

You just don't know (because who's going to tell you?) that when you leave Earth, travel outside its gravitational reach, hundreds and hundreds of everyday things ? stuff you've never had to think about ? will change. Like ... oh, how about a wet wash cloth?

Two high school students in Nova Scotia, Kendra Lemke and Meredith Faulkner, asked Canadian astronaut Chris Hadfield (who is orbiting the planet right now) what would it be like to dip a wash cloth in water, (they suggested he clump it into a bottle, then pull it out) and squeeze it.

On Earth, a really wet wash cloth, squeezed tight, will drip, right?

Up on the International Space Station, wet wash cloths don't drip. What they do is like nothing I'd imagined.

(As a radio guy, I was SO aware of Chris's floating mic ... all these years, if I put a mike on my desk, it stays there. As much as I'd like to put a mic on nothing, I hadn't considered what a headache that would be. His mic won't stay put. Plus, Chris won't stay put. Who knew that the pull of the Earth is so radio-friendly?)
