Experts: Greece riskier for investors than Syria

LONDON -- The world's markets may believe that the worst of the financial crisis in Europe is over after three turbulent years, but those people who control the purse strings of the world's businesses are not breathing any easier.

An annual survey of finance directors from global business consultancy BDO finds that the crisis over too much government debt in Europe remains one of their key concerns ? so much so that Greece is considered a riskier place to invest and set up business in than war-torn Syria.

Only Iran and Iraq are considered more risky than Greece, which also struggles to convince its international creditors that it deserves bailout loans to avoid bankruptcy and a possible euro exit.

"CFOs are becoming increasingly wary of Southern Europe, parts of which they now see as risky as the politically unstable countries of the Middle East," said BDO chief executive Martin Van Roekel.

Greece isn't the only country in the 17-country group that uses the euro in the survey's top 10 riskiest countries to invest in. Spain, which even as the eurozone's No. 4 economy with a long-standing relationship with Latin America, stands at No. 7.

This reluctance by finance directors, particularly from fast-growing economies such as Brazil and China, to invest in Europe's indebted countries goes to the heart of the financial crisis. A major part of these countries' recovery is dependent on the private sector stepping in to fill the investment gap left by cuts in government spending.

While countries like Greece and Spain are struggling to convince international business that they are good places to invest, others are prospering. Despite recent signs of slowing down, China is considered the most attractive country for expansion, closely followed by the U.S. Others such as Brazil, India, Germany and the U.K. also feature in the top 10 of countries ripe for expansion.

Overall, the survey from BDO found that CFOs around the world are finding it more difficult to conduct business abroad. As well as an uncertain global economic situation, they cite increased regulation and greater competition.

Van Roekel also said he is "surprised" that more finance directors haven't voiced concerns about the heavy debts of countries outside of Europe, notably Japan and the U.S.

With the Greek unemployment rate at 25 percent, anti-foreigner sentiment is growing. NBC News' Andy Eckardt meets politician Ilias Panagiotaros of the far-right Golden Dawn party and Ali Rahimi, an Afghan national who was attacked by a mob and told to leave Greece.

Though Japan's debt is worth around double the size of its economy, the country has managed to avoid stoking too many investor concerns because most of its self-financed by its own pension funds.

The U.S., which has the advantage of having the dollar, the world's reserve currency, has problems of its own and the winner of the presidential election, whoever it is, will soon have to grapple with the "fiscal cliff" ? a package of huge tax hikes and spending cuts that will automatically be introduced if the different arms of government don't come to a budget agreement.

BDO surveyed 1,000 CFOs from medium-sized companies currently planning foreign investment.

China unfazed by U.S. presidential candidates' tough talk during debate

When U.S. President Barack Obama labelled China an "adversary" during Monday's foreign-policy debate on with challenger Mitt Romney, official Beijing barely flinched. They had been expecting much worse after a presidential campaign marked with China-bashing by both men.

While Mr. Obama's remark was front-page news in China's state-controlled media ? and a hot topic online ? there was also palpable relief that both candidates, anxious to focus on vote-winning domestic issues, steered the debate away from the who-is-tougher-on-Beijing showdown that the Communist Party leadership seemed braced for.

Even Mr. Obama's comment was hedged. "China's an adversary, and also a potential partner in the international community if it's following the rules," he said in a special section dedicated to the topic of China's rise during the third and final debate before the Nov. 6 election.

Mr. Romney repeated his promise to label China a "currency manipulator" on the first day he took office, but also said "we can work with them, collaborate with them." He challenged moderator Bob Schieffer?s premise that China's rise was the greatest challenge the U.S. would face. ?Let me also note that the greatest threat that the world faces, the greatest national security threat, is a nuclear Iran," he said.

Neither man mentioned China's increasingly testy border disputes with U.S. allies Japan, India and the Philippines. Nor did the topic of human rights in China ? or the name of jailed Nobel Peace Prize winner Liu Xiaobo ? come up.

"They have toned down their rhetoric," the Global Times, a Communist Party newspaper, noted approvingly. "Even public opinion in the U.S. is tired of watching them use China as a gimmick."

Another topic that didn?t come up was the secretive nature of China?s own leadership selection process. Senior members of the Communist Party will gather two days after the U.S. election for a 10-day closed-door meeting after which they will introduce the new Politburo that will serve under Vice-President Xi Jinping, the presumed heir to President Hu Jintao.? ?Their president needs to be selected ballot by ballot ? not like the dynasty of heaven, where there has been no voting yet, but everyone knows [the next president] will be Xi,? wrote one commentator on the Sina Weibo social networking site, where the U.S. presidential debates ? and their perceived anti-China tone ? were hotly discussed.

The substantive debate about China between Mr. Obama and Mr. Romney was focused on how to level the playing ground so that American firms could compete with China?s manufacturing juggernaut.

?They're stealing our intellectual property, our patents, our designs, our technology, hacking into our computers, counterfeiting our goods. They have to understand, we want to trade with them, we want a world that's stable, we like free enterprise, but you got to play by the rules,? Mr. Romney said.

Asked if his promise to label China a currency manipulator risked starting a trade war between the two largest economies, Mr. Romney said a de facto trade war was already underway. ?We have to say to our friends in China, look, you guys are playing aggressively, we understand it, but ? but this can't keep on going. You can't keep on holding down the value of your currency, stealing our intellectual property, counterfeiting our products, selling them around the world, even into the United States.?

Mr. Obama noted his administration had brought more trade complaints against China in his first term than his predecessor, George W. Bush, had in eight years.

When he first came to office, Mr. Obama tried accommodating Chinese leaders ? hoping gestures like avoiding a meeting with the Dalai Lama in 2009 would translate into help from Beijing on issues like the Iranian and North Korean nuclear programs. When that approach yielded little, Mr. Obama?s took a tougher line towards Beijing, successfully pressuring it to end the yuan?s unofficial (and artificially low) peg to the dollar, and last year announcing a ?pivot? that will see the U.S. military turn its focus away from the Middle East and back towards Asia in an unspoken response to the perceived challenge from China.

Relations between Washington and Beijing are now as cool as they have been at any point in the last decade.

But China?s leaders are used to tough talk during the campaign, followed by the winner taking a more practical approach once they?re in the White House.

?Words are not the same as deeds,? read an editorial Wednesday that appeared in the official China Daily. ?And once elected, whoever wins will have to come to terms with reality and take practical steps to rebuild the bridges that the China-bashing rhetoric has damaged.?

Can Controversial Ocean Iron Fertilization Save Salmon?

What's been described as a "rogue" geoengineering experiment is really an effort, however flawed, to restore salmon abundance

In a bid to restore lost fish abundance, the Haida Salmon Restoration Corp. (HSRC) undertook to mimic the effects of a volcanic eruption by fertilizing the ocean with iron. The idea was to provide the missing nutrient for a plankton bloom that would then trickle up the food web and restore salmon?with the ancillary effects of gathering data on the ocean food web and, potentially, removing carbon dioxide from the atmosphere.

"What if this is a means by which ocean pastures can be stewarded and brought back to health?" asks Russ George, chief scientist of the expedition as well as a controversial businessman with a history of attempting to start CO2-removal schemes ranging from reforestation to ocean fertilization. "This is a tiny village of people trying to take care of their backyard."

Old Masset village on the Haida Gwaii Islands off the British Columbia coast did this by contracting George and others to initiate the largest such intentional ocean fertilization effort to date. It authorized the release of roughly 110 metric tons of iron dust, 91 metric tons of the iron sulfate fertilizer commonly used as a lawn treatment and employed in other scientific experiments, and nearly 20 metric tons of the iron oxide found in soils around the world. "It's micronutrient enrichment," Jason McNamee, operations officer and corporate director for the HSRC, told a press conference on October 19. "We took a bag of iron, and we slapped it over one square kilometer [of ocean]."

To do that, this past July the HSRC team motored more than 300 kilometers west from the Haida Gwaii Islands to an ocean eddy in the fishing vessel Ocean Pearl. The area had previously been scouted by collecting water samples since January and lies outside Canadian territorial waters. The team also used more than 20 autonomous oceangoing robots, including two bright yellow gliders and 20 Argo drifter robots on loan from the U.S. National Oceanic and Atmospheric Administration, to survey the scene?work that is ongoing. Over the course of several days the researchers then released the 110 metric tons into the fishing boat's wake in an attempt to raise the levels of iron in the water from one or two parts per trillion up to five to 10, although both concentrations are estimates.

Satellite images as well as maps of chlorophyll abundance appear to show that the iron did indeed fuel a plankton bloom in August. But questions remain: Was it the right kind of bloom to bury carbon? Will it have any effect on the salmon?

Ocean restoration
The HSRC's basic idea is born out of marine biology as well as observations of the aftermath of volcanic eruptions in the region. For example, a lack of iron limits the growth of microscopic plants in the Southern Ocean around Antarctica and elsewhere, a fact that prompted marine biologist John Martin to famously muse: "Give me half a tanker of iron, and I'll give you the next ice age."

In the summer of 2008 Mount Kasatoshi in Alaska's Aleutian Islands blew, sending volcanic minerals, including iron dust, far to sea and prompting plankton blooms across the Gulf of Alaska. At the same time, years and years of decline in returning salmon populations led researchers to expect few of the fry from 2008 to return in later years, only to find a record salmon run in Canada's Fraser River in 2010.

SC sheriffs offering amnesty for explosives

GREENVILLE, S.C. (AP) ? Sheriffs in five South Carolina counties are offering people a chance to turn in explosives, no questions asked.

Officials in Abbeville, Anderson, Greenville, Oconee and Pickens counties have set aside this week as Explosives Amnesty Week.

People in those areas can call their sheriff's office to have any explosives, ammunition, weapons, bomb materials or military ordnance removed from their property. Certified bomb technicians will respond to remove and destroy the hazardous materials.

Dispatchers will request information about the materials to be collected, including the address where the materials are stored.

Callers aren't required to give their names and no criminal charges related to hazardous materials reported or collected will be filed against people who participate.

We?ve just been alerted of a new spa trend? and this is one for the books. Of course we already knew that reading was a healthy exercise, providing brain stimulation and sparking our creative side.

Blood Chromosome Differences are Linked to Pancreatic Cancer ...

Madison, Wisconsin -?A new study published today by scientists at the University of Wisconsin Carbone Cancer Center and Mayo Clinic shows that a blood marker is linked to pancreatic cancer.

?

Halcyon SkinnerFirst author Dr. Halcyon Skinner, assistant professor of population health sciences at the University of Wisconsin School of Medicine and Public Health, says the study is the first time pancreatic cancer risk has been linked to differences in telomeres? length in blood cells.

?

?This suggests a new avenue to identify those with pancreatic cancer or those at risk of developing the cancer in the future,?? he says.

?

Skinner?s colleagues at Mayo Clinic took blood samples from more than 1,500 people - 499 of them with a diagnosis of pancreatic cancer and 963 of them cancer-free control subjects. Specifically, the scientists were interested in the length of the telomeres - the end caps on chromosomes - found in white blood cells. They found a direct relationship with the risk of pancreatic cancer: the shorter the telomeres, the more likely a person was to have pancreatic cancer.

?

Telomeres maintain the stability of genes, and are known to shorten with age as cells divide. People of the same chronological age can have vastly different telomere lengths. In other words, some people?s cells can by viewed as biologically older than cells from other people the same age.

?

?We know that people with many factors that are classically unhealthy also tend to have shorter telomeres. ?Those who have had stressful lives, exposed to chronic inflammation, have poor glucose control or smoked cigarettes ?tend to have shorter telomeres, and that can set the stage for genetic damage," Skinner explains.

?

Shortened telomeres in the blood have already been associated with other types of cancer, including colon cancer.

?

?We found the same relationship with pancreatic cancer, and for the vast majority of our participants, there was a direct linear relationship,? he says, ?the shorter the telomere, the higher the likelihood of pancreatic cancer.?

?

But because shorter telomere length is also associated with the development of other cancers and other diseases of aging, measurement of telomere length alone is not a specific marker for pancreatic cancer.

?

Dr. Lisa A. Boardman, of Mayo Clinic, who led the overall study, says that future studies need to address if telomere length and other markers of pancreatic cancer should be combined to create a test that could be used clinically.

Skinner and UW colleagues Ron Gangnon and Kristin Litzelman led the design and data analysis of the study. It is being published in Cancer Epidemiology, Biomarkers and Prevention, a journal of the American Association for Cancer Research.

Pippa Middleton writes about the recognition she has received for her ties to the royal family and the compliments she got for her "bottom" following her appearance at the royal wedding in her upcoming book.

Middleton is the younger sister of Kate Middleton, now known as the Duchess of Cambridge. Pippa Middleton is releasing a new party-planning book titled "Celebrate: A Year of Festivities for Families and Friends." An excerpt from the book appeared in a special 24-page pull out section in You Magazine by the U.K. newspaper The Daily Mail.

The 29-year-old writes, "It is a bit startling to achieve global recognition before the age of 30 on account of your sister, your brother-in-law and your bottom."

"One day I might be able to make sense of this. In the meantime I think it's fair to say that it has its upside and its downside," she adds. "I certainly have opportunities many can only dream of-- but in most ways I'm a typical girl in her 20s trying to forge a career and represent herself in what can sometimes seem rather strange circumstances."

Middleton goes on to say that she is an optimist and focuses on the opportunities she has received since being thrust in the spotlight. Middleton has had a few scandals since getting media attention including topless photos being leaked and a "gun" scandal involving one of her friends.

"The book is designed to be a comprehensive guide to home entertaining, based on my experience in my family's business Party Pieces and work for London-based events company Table Talk," Middleton explains in the excerpt.

The 400-page book will be published by Viking and becomes available on October 30 for $50, according to People magazine.

"I know many of you will pick up the book out of nothing more than curiosity," Middleton writes to readers who might purchase the book because of interest in the royal family. "I can assure you that it feels even stranger to me than it probably does to you to have seen so much written about me when I have done so little to paint a picture of myself."
